How much time do you have to p the Army APFT before they take rank from a E-5 (NCO)?

I took the record APFT on March 3rd and failed my run. I was on remedial Training for 3 weeks and retook the APFT on 6th Apr and I Failed my run again by 6sec (D:) anyways I am do to take one again a week later on the 13th, and my supervisor is threating me with reduction of rank. taking my strips if i cant p on the 13. first of all is that legal because a flag has nothing to do with reduction of rank. Also I understand the AR 600-8-19 say something about Reduction for Inefficiency. Which I think is someone twisting the the regs. But I would like other person information on the subject. Thanks ( Remind you all of this is done with in 30 days. I dont think that is a proper period to prepare after a fail on the 6. and retake on the 13)
