Modeling agencies that accept models on lower cusp of tallness?

For instance, I'm only 5'5" 1/2 but I have exquisite features, long legs, and a thin body. I was wondering if any modeling agencies would accept me. If so which? What's the cut off height usually? Is it different if you have an excellent presence?
