A company after 4 rounds of Interview issued a MOU,and even after entering MOU is not contacting me or mailing

called 4 times,emailed 2 times for doents to start my ignment.answer from CEO is call back in 15 minutes(never called me for 3 weeks)because of this MOU ,i turned down another ignment.What should i do?
